When Public Space Has No Design, Enforcement Becomes the Only Tool
Recent enforcement action by DBKL against illegal vendors around Bangunan Sultan Abdul Samad has sparked public debate.
For many, the issue is framed as a conflict between enforcement and livelihoods.
But beneath the headlines lies a deeper urban question.
Key Insight
When public spaces are not intentionally designed to accommodate how people actually use them, conflict eventually emerges.
Street vendors appear.
Pedestrian movement becomes congested.
Visual clutter accumulates.
Authorities step in.
Enforcement becomes the only available response.
But enforcement is rarely a design solution.
Historic civic spaces must balance several competing realities:
• Protection of heritage architecture
• Public accessibility and pedestrian flow
• Tourism and civic gathering
• Informal urban activity such as vendors
• Visual dignity of national landmarks
When these layers are not spatially planned, tension between them becomes inevitable.
Project Insight
Bangunan Sultan Abdul Samad is one of Malaysia’s most recognisable civic landmarks.
The building anchors Dataran Merdeka, a site deeply embedded in the country’s national identity.
Yet the surrounding public realm has never been fully designed as an integrated civic environment.
As a result, everyday activity gradually fills the gaps.
Temporary stalls appear.
Pedestrian paths become informal.
The visual hierarchy of the heritage building weakens.
Eventually, complaints arise and enforcement follows.
But enforcement addresses symptoms.
Design addresses causes.
Public space cannot rely on control alone.
It must be thoughtfully designed to accommodate the life that inevitably gathers around it.
Because public space is not simply the space between buildings.
It is where civic identity unfolds.
